My 14 year old daughter ran away from home approx 4 months…

My 14 year old daughter ran away from home approx 4 months ago after we were called into her school for years for social behavioral problems that escalated when she hit puberty as she went on to college. We had tried to have her counseled but she was non-compliant. Eventually she was expelled from her private college and on the eve of starting at a new state high school she verbally abused us and locked herself in her room. We had reasonable fears that she was drinking alcohol or taking drugs and we broke into her room to check which started a 'heated' argument that ended in her running our of home, never to return. We immediately informed the police and Department of Child Safety (DOCS) Without contact it is now 4 months later, relying on strangers to take her in, over a period that has included self mutilation then overdose that has resulted in a stay in the Adolescent Mental Health Unit at RBH and being treated under an Involuntary Treatment Order. The psychiatrist said she was not psychotic or bipolar but most likely an 'emerging Borderline Personality Disorder' that Mental Health experts will not diagnose until they reach 18 as it may just be teenage rebellion. We have to wait to see if she will 'snap' out of it. Despite DOCS informing us that after an investigation that included police, hospital, Child + Youth Mental Health (CYMHS) and school records that as she does not come from a neglectful or abusive family and therefore she does not come under DOCS and that we have the full rights and responsibilities as parents. However, this has not prevented Mental Health for stating that they could not return her to us and CYMHS suggesting that they may take (legal guardianship - is that the same thing?)custody of our child from us. I have a three part question - a). Can they legally do that and b). If they can't how do we prevent it and how much would it cost? as we are financially challenged and will not be able to pay high legal bills and court costs, c). Who could they give legal guardianship to? Thank you.
