All assets are frozen initially. Once the Will is probated then they are released so that the Executor can fulfill the requirements of the WIll.
If his current wife requires care the house may be sold and her half share will go to her trustee to look after her. Your fathers share will go to who ever the Will says it does.
If there is a dispute and she contests the will then it would be up to the court to decide it it will amend the will.
