The school seems to be overreacting. No one can search your home without a Court order or warrant signed by a judge. And based on what you've stated, if she voluntarily gave him the photo, then he never broke any laws in relation to this.
The police may call to investigate, but I'd be surprised if they charge him with anything. I don't think at this stage you need to seek legal counsel, but it could be helpful in reducing tension if you send your son to a new school and have him break off contact with this girl.
