Unfortunately there is no definition in the Residential Tenancy Act it simply says reasonable notice.
As such the time would be defined by what the average person in the street believe to be reasonable.

The section is section 46(f)

In the section it talks about other entry and they range from not less than 72 hours up to between 7 and 14 days.
I would suggest that at least 72 hours notice for the inspection at a reasonable hour could be seen as reasonable.
I have also looked to see if I could find cases on this section and there have been none.
The only other option I can suggest is you contact the Department of Commerce/Consumer Protection and see if they can shed more light.
