What she can do is have an Authorised Review Officer review the recent Centrelink decision. It is best to lodge an Authorised Review Officer appeal in writing by completing a “Request for a review by an Authorised Review Officer” form, which is available at Centrelink.
If she is not happy with the Authorised Review Officer's decision, she can appeal to the Social Security Appeals Tribunal (SSAT). This is the first appeal stage that is outside Centrelink. The SSAT is totally independent from Centrelink. The SSAT is fairly informal and she will have every opportunity to discuss her case at the hearing.
Hopefully it won't get that far, but if it does, the SSAT can over rule a Centrelink decision.
