The Council is given the right over licenses under the act.
under section 18 of the Act the Local Government has the authority to revoke with notice on certain grounds

Under section 19 you have the right to appeal their decision

You have a right for a review and if they have not given you notice then they have have breached natural justice which they are obliged to give you.
You should speak to a Solicitor about this and get some assistance and disputing and challenging their decision.
