To answer your question though if this person is refusing to pick up these items, than I would suggest that you locate the nearest self storage facility you can find that can accomodate for these items, open an account in this persons name and pre-pay 1 months rental on the storage unit (should be less than $50) and SMS this person to tell them where you have stored the goods and it is available for their collection within the month otherwise what will occur is the storage company will dispose of the tools under the provisions of their terms and agreement of storage where any unpaid accounts will see the storage untis emptied out.

This covers your position to not be accussed of stealing the items for instance and keep the copies of the text messages in the event that any claim is made against you for the loss, you give ample notice for this person to deal with these items and its their choice to collect or not.

Yes, its a nuisance to try and physically deal with these items and the last thing you want to do is pay extra money for nothing as well.

The step before this of course is to state that if this person does not collect their goods within 7 days (as they have a legal right to do so as mentioned) that you will be delivering the items to the storage unit in question where in order to release it they will require payment (not exactly true as you need to pre-pay) but hopefully ti should spur this person to act now in order to avoid costs of their own.
