To be bluntly honest the cost to get him to pay would be greater than the cost of getting the rims fixed.
You are correct as he swerved into your lane without indicating he was not obeying the road rules and he is liable for the damage you sustained.
You can call the police and report it and ask them to investigate the matter.
To take him to court and sue him for the damage will result in additional costs.
Get a quote on what it will cost. Go to to police and report it and give the police the quote and see if they will do anything. If they charge him then the court may order that he compensate you for the damage.
Ig you have full comprehensive insurance you can also talk to the insurer and they may repair the rims and chase him for the costs. Then the litigation is his problem as your insurer is doing the work for you
