This is a difficullt topic for a 15 year old to be faced with. The answer is not a clear cut "yes/no". It is not legal for either of you to enter into sexual activity. Oral sex is sex.
I dont think you are likely to be charged with statutory rape however, that said, the laws impose a legal age to consent to intercourse because it is believed that this is the minimum age at which a young adult has enough maturity and life experience to make a decision which can impact on the rest of their life.
Sex has inherent risks - sexually transmitted diseases, and unwanted/unplanned pregnancy. Do you really want to risk having a child at 15?
I presume you are both at school and do not want to discuss this with your parents. You will find your high school most likely offers counselling advice - both of you could go and see a counsellor.
Failing that, if you both go to your local Family Planning service you can see someone there who can advise you both how to stay save, both legally, and physically.
