Hellow Ms, We need help. Not yet. We've come back to NSW
Not yet. We've come back to NSW after leaving here some 19 years ago. We didn't know that we had to go tthrough Council to build a retaining wall. The neighbour complained to the Council, and since then we submitted all the paper work (surveyor, Sydney Water, engineer, architectural drawing, etc.) and got Council approval to resume work. In between, there was heavy rain, and the exposed mud subsided (heavily). The neighbour tried to stop us. After the steel frame for the footing has been built and just before Council came for inspection, there was heavy rain. The middle section of the steel frame was cut and two sides of the wall was built. Council stopped work again because the work was not done according to plan. Rectification was carried out by building a pier. Council and engineer inspected the footing again. We got approval. The wall is built. Now the neighbour stopped us from doing the backfill, and requested to increase the height of the wall. The engineer said OK and we agreed. Now the neighbour still stops us from doing backfill because he said that there is no waterproof on the two side-sections of the wall (which is true but Council said it's not mandatory), and that "there is no horizontal steel bar" which of course is not true. We are truly worried that there is more mud slippage because the mud has been exposed for too long, and we need to back fill as soon as possible. Note that we have paid for the wall ourselves, and we have already promised to reinstate, and makegood their paving and lawn. We built the wall entirely within our property with the intention not to annoy the neighbour. Apparently, the neighbour is still unhappy. Please advise what we can do next.
