In any case, the fan not coming on during fan bake could be caused by the board, or it could also be a door switch or the fan motor itself. The door switch can be simple to test if the oven light comes on/shuts off when it should from that. The motor and board can require a multimeter to test components, to see if there is voltage going to the fan or not.
Do you have the model number of the oven? Usually that would be on a tag inside the oven door.
