Hello and welcome to just answer my name is ***** ***** I will be the one to assist you. It sounds like your unit may be flooded. Can you try taking it out of the area its in and tipping it at a 45 degree angle and let me know if water comes out?
So with the side panels off check the wires on the heater. Make sure they are all on ok.
Then if you have a multimeter test the resistance of the heater. It should be about 28 Ohms.
