This sounds like athermostat issue.
Can you confirm that this is the PXR698?
When you put it on the forced air setting, does the fan in the back start? Do you see the neon on the fascia, Does this light/go out?
What happens on the grill function?

I would now suspect the circular fan element.
If youd like to try to do this yourself, firstly disconnect the power to the oven.

If youd like to try to do this yourself, firstly disconnect the power to the oven.
Remove the back panel inside the oven.
You will see the fan and the element.
Remove the retaining screws/bolts.
Carefully pull forward the element and the wiring.
Remove the wiring.
You may see damage to the element.
If you have a meter, check it for continuity, if its open circuit you will need to replace it.
You can get the replacement element from Westinghouse.
On some earlier models, the element is held in from the rear by bolts. In this case you wont see the scres from inside, holding the element in pleace. Under these circumstances, unfortunately, you have to gain access from the back and remove the rear panel first.
