Should be something like this:
Switch ignition ON
- Press tripmeter switch and ensure "ODO" is displayed
- Switch ignition OFF
- Press tripmeter switch
- Switch ignition ON
- Press tripmeter switch for 5 seconds
- Release tripmeter switch and press again within 5 seconds
- "15" will be displayed
- Press tripmeter switch for 5 seconds
- Release tripmeter switch
- Ensure "ODO" displayed and light goes out

Does the trip meter button work for other normal functions?
Does the cluster perspex have a rubber bung covering another switch on the gauge facia?

What happens when you press the tripmeter knob now?
Can you disconnect the negative battery terminal for a few minutes, then reconnect and let me know?

Did the 15 display when you did the reset sequence?
Are you saying the speedo needle is stuck at 6 o'clock?
I've seen that once, and it's a cluster out job to fix.

Did the needle swing all the around to 6 straight after you did the reset?
Do you have a Toyota dealer nearby?

I can't say I've seen one do that.
The needle has a mechanical stop to rest on at 0km.
Sounds like the speedo stepper motor has lost its reference zero calibration.
Whereabouts are you?
