It could be the tensioner, but more than likely the decoupler clutch of the alternator front pulley.
Yes, I have done a few on Diesel Cruze.
Ask your mechanic to rock the pulley in both directions quickly by hand.
It should feel like a ratchet.
If it feels solid, it has locked up.
Some replace the whole alternator, but you can replace the drive pulley separately.
Revised pulley available from Holden spares.
So your mechanic understood what I meant about the decoupler clutch?
I have also had the harmonic balancer cause a similar noise but not as common.
The tensioner spring could also have lost some tension.
Also check tensioner pulley bearing is ok.
And last is does it have the correct length belt on there?
