My intrument cluster isnt lighting up/ working when i start

Hi there my intrument cluster isnt lighting up/ working when i start the car
JA: Just to clarify, what are the exact lights you're talking about?
Customer: the speedo/ fuel guage I have to take the fuse out and then put it back in for it to work
JA: What is the model/year of your Toyota?
Customer: 1999 Celica ZR or Celica GTS in Smerica
JA: Are you fixing your Celica yourself? What have you tried so far?
Customer: Well so far the only fix I've found is by removing fuse 39.a and then starting the car, turning it off, then putting it back in to work
JA: Anything else you want the mechanic to know before I connect you?
Customer: no thats it

Hey how are you

Basically pulling the fuse is resetting , most likely the IP cluster needs replacement , I would pull it out and check rear electrical connector and check the Connector for any backed out pins making poor or internment connection ,spray SRC Electrical Contact cleaner & retest
