Ok, so it sounds like you are saying that the starter turns the motor but the motor won't fire. One of the simplest tests that the mechanic can perform is to disable the fuel pump then try starting the car with a starting spray. If the motor will fire when he sprays the starting spray into the air intake we know that the ignition system is working and there is a problem with the fuel system.
