The shifter not moving could be a mechanical or electrical issue. The problem may be with the shifter itself, the cable, or an issue in the transmission. It could be a brake/transmission interlock issue, which would be more likely.

It appears from your first post that the brake lights may not be working, in which case the problem is most likely the brake switch. Do they not work?
