Subaru L Series Sports wagon: . I have an old subaru 91 L

Hi. I have an old subaru 91 L series sportswagan and the windscreen wiper does not work on intermittent and the fan switch also will only work on number four position. I have replaced both the resister switch and the wiper switch assembly and the same problems on both still exist. Can you please tell me if this is a common thing for subarus of this era.
The only other option I can think of is that there is a short somewhere in the wiring???
Any help would be very much appreciated thank you..

I apologize as my info is limited on this model here and I am unable to say for sure if this is a common fault between the two failures but most common is the wiper motor/control module on the motor itself for the wiper issue and if the blower resistor was already replaced the next common fault is the blower switch itself needing replaced.
