JA: How many miles are on the car? Has the car been starting normally?
Customer: 56000 miles.-electricity to and from fuel pump relay on the fuel pump plog 1.5 volts.
JA: Are you hoping to fix this yourself? What have you tried so far?
Customer: jump the relay-no electr. on the fuel pomp
JA: Anything else you think the mechanic should know?

There only thing in between the fuel pump relay and the fuel pump is a fuse located in the rear fuse panel. Start with checking the the fuse #34 . See the wiring diagram in the links below for reference as well. have a look and post back if you have more questions and or need more help.

Have power on the fuse[as crancking ] but no power on the pump. -is there a broken wire?

Yes that likely, what is the voltage reading at the pump if you disconnect it? if there is still no voltage then you have an open wire.
