This is a lithograph by contemporary graphic artist Charles Lee (Korean born 1948), whose works are sold seemingly exclusively on cruise ships and through very commercial art galleries, like Park West Galleries. It would sell, as framed, for between $50 and $150 in the auction or online secondary sale market. Image attached of some auction sales of his prints for reference.
