This is a print of a painting of Emmet Kelly titled Tears done in 1987. Anytime you have words/printing (in this case, Tears) on the image, it is a print.The signature looks to be part of the print meaning that he did not sign each piece, but this image of his signature was on the negative when printing. A limited edition print would have a signature in pencil along with some number down in the Tears area, so this was a mass-produced piece. This print , framed, has a value of $30 to $40.00.
