These are late 19th century, circa 1895 - 1890, Victorian era porcelain cup and saucers from a chocolate pot set.
Without a country of origin mark, where these were made and by whom cannot be definitively stated but attributed only. They are likely from either Germany or France, which were centers for decorative porcelain wares in Europe at that time.
On today’s market, each can sell for a high of $10 - $20 per cup and saucer pair.
