My friend painted me and now wants to charge me $3500 for the oil painting on an 11x14 canvas. How would I know that the price is a fair price ?

At minimum, you should calculate the cost of your materials to know what your absolute lowest price is. The price can vary based on many stipulations. Such as, hours working, reputation, canvas size, etc.
An artist friend of mine once told me that the going rate was $3/square inch. Plus the cost of materials.

Try to estimate how many hours you sat for the portrait or how many hours the artist worked on the portrait. A rate of $30-40 per hours would be about right.

Normally an 11 x 14" portrait by an artist that is not well-known should run between $1800-2200.

The larger size does alter the value somewhat.

The usual charge for a portrait that is 18 x 24" and by an unlisted artist is $2200-2500.
