Ive got a kitchenaid dishwasher. the normal wash and cancel buttons are rapidly blinking, and i cannot get them to stop

The blinking normal and cancel buttons is an error code. It means that your touch control panel has an internal short. Try to flip the breaker off to the dishwasher for 5 minutes to see if the electronics will reset. If that doesn't work you'll need to order and replace the touch control panel. Below is a link to the part.

That wouldn't cause an issue with washing quality however. You'll want to clean the dishwasher with a product called Dishwasher Magic and see if the cleaning performance increases. You can get this product online or pick it up at Lowes if you have one near you. Other than that possibly your circulation pump isn't putting out the force it once did or the washer arm holes are clogged and need to be cleaned with a toothpick or something like that?

I unplugged the power cable for 30min and the issue persisted. I assume that has the same effect as reseting the circuit breaker?

It is yes. So unfortunately that means your touch control panel has just failed and would need to be replaced.
