The only 2 things that would cause this issue outside of the timer which you replaced is the load sensing switch inside the control panel, or the motor. Now if the motor was bad, the washer would fill with water before it started spinning on the wash cycle. If it's not filling first, then replace the load sensing switch because it thinks the tub is full of water all the timer. This switch is the small switch inside the control panel with a small rubber hose going to it. Below is a link to the part.
