GE model JBP66S0M1SS oven not coming on, then stove top quit working. Replaced control board and problem still exists. Any suggestions? Checked voltage its correct no burnt or broken wires

Inspect the power cord terminal block inside the rear cover panel for burnt or broken wires.

As stated in my question I have check for broken into wires there are none

Since you've lost both the oven and burner operation, it's likely you're missing power on one of the hot legs of the 220 voltage. With a volt meter measure the voltage at the power cord terminal. I suspect the power cord is bad.
