I have a may tag Gemini electric range and I do not have instructions on how to turn the center warming area on the cooktop on. I have hit the warming toggle switch but does not heat.

On that model, you simply toggle the switch to the on position. If it is not warming, the switch, the burner or the wiring has problems. How old is the range? Do you have a meter to test with?

No idea came with the house and no meter

Okay, well I suspect the burner element is most likely faulty. There is only one way to tell, that is by testing with a meter. I would call for service because that element is not cheap.
