Let's do a quick test. First, start the dishwasher and wait 2 minutes. Open the door and add enough water manually in the tub using a cup until the tub has a thin layer of water across it. Close the door and continue the cycle. Wait 2 minutes and then open the door and did all the water drain out? Or is the dishwasher washing with the water?
