washer will drain water but then fills again and does not spin so that the clothes could be put in the dryer. Continues to fill, drain the water and then fill again. Also the fabric softener does not release into the clothes(still in the dispenser

We do not hear any water running in while the clothes are agitated To the best of our knowledge the washer fills with water, drains but does not spin. We believe that things are OK until near the end of the washing process when the machine continues to drain and fill without spinning.

When the water is draining at the end of the wash cycle, can you hear the drain pump running?

I have just one more thing you can check, before you'll need the technician to diagnose your problem. Please inspect the drain hose to see if it has slipped far enough into the vertical drain pipe to siphon water from the tub. If it has, pull it back out and secure it, so it can't slip down again.
