If you have power at the water valve solenoid and it is not filling, either the water supply to the valve is not there or there is an obstruction causing the water not to flow. Are you testing power with the leads attached? If not, you may not be getting an accurate voltage reading.
Well, if you are certain you have water and the solenoid is new, then the control module is not sending power to the valve wand will need to be replaced.
