Disconnect the water line from the fill valve and stick it in a bucket and turn the water on and see if it will fill the bucket. Have experienced some water lines have a check valve in them that won't let water flow , or barely flow. If that is not the problem , use your meter and see if you get 115 volts AC to the valve at the beginning of the cycle for approx. 60 to 70 seconds.If you don't follow the wires where they go through the bottom door opening for a bad wire ( rinse aid leaking deteriorating the wires ) and if that is OK then the problem is the timer
