The switch for that burner knob is likely stuck on. You need to remove the knobs and the front trim to get at the switches on the burner shafts. One of them is stuck on and that is why it keeps clicking. You are looking for this on the burner shafts, there is one on each one and if one is stuck closed it will keep clicking.
