My dacor rsd30s dual fuel range oven is having problems.

my dacor rsd30s dual fuel range oven is having problems. When I set the temp to 400, it heats to 180. I cancel the control and reset it to 400 again and it goes to maybe 220 and quits again. Lower element passes the ohmmeter test. I under stand it has both a relay board and a control board. Which of these boards may be bad? how difficult is it to replace?

If the oven just isnt heating to temp then the temperature sensor is faulty and needs to be replaced.
