The flame is controlled by the oven sensor and control board. There is no specific time as to when the flame turns on/off, it all depends on how quickly the oven cools down after it had reached your set temperature. If you set the oven to 350 degrees or so, it will overshoot the first time (if you put a non-weighted sensor inside the oven you can see this) and it will go up to 370 degrees or so before it cuts off. Then it goes back down to about 330 degrees before it kicks back on. The longer the oven is running the tighter that range becomes because the metal and ceramic and glass heat up and hold temperature so the oven won't vary as much.
