the refrigerator is not dispensing any water or making ice. I replace the filter.

Pull the fridge out and there is a valve where water from the filter enters and then goes to either the ice maker or the water dispenser. First see if there is water going to it from the filter . Turn off the water supply to the refrigerator, then remove the inlet to this valve and put the water line in a bucket and turn the water back on - you should get a good flow of water into the bucket if the filter and it's connection is good . Post results of this .
