Hi, usually something is inside the dispenser or the hose that goes to the door boot. Slide the dispenser all the out and depress the tab on the top back. The drawer will slide completely out. Look down in the bottom where the water goes down. Make sure that hole is clear. I've seen soap caps and other things that fit almost perfect in the hole there. If that looks good, you will need to check the hose that goes from the dispenser to the door boot. Take the spring off the front of the door boot. Remove the door boot so you can see inside the washer. Remove the hose from the boot to the bottom side of the dispenser and clean the hose out. I've seen clothes and other items stuck in the hose causing this issue. We work on the honor system here at Just Answers. Were not credited for our work until you rate our answers positively. Any more suggestions? It was not either of those two things.

If those two things check good, the dispenser housing would need to be replaced. Those are the only things that would cause this issue.
