The washer completes all it's cycles but leaves clothes sopping wet after the spin cycle. There is still some water in the tub that doesn't get fully drained out. Pump works well when it is on, with a heavy stream of waste water to the drain (rules out obstructions) but something is going on with the water level sensor or other component.

Yes, door lock works properly during spin cycle.
well there are only two reasons for this issue, 1 the washer is allowing water into the machine as it spins which means the fill valve is not closing tightly and water is getting in, or 2 the pump may seems like it pumping correctly but probably isn't. the drain cycle is timed and if the water isn't draining fast enough while the pump is on theres not enough water extracted before the end of the spin cycle. try turning the water off while this is in a spin cycle and see if that does it. if so change the water valve if not change the pump. assuming this is spinning up to speed like you say.
