Kenmore Elite He3 Model # XXXXX Unit does not heat, no code,have checked continuity on the heater element itself and it is not open, there are a couple of switches or thermal sensors located on the element housing one is closed the other is open, is this correct? If so what my be the issue?

both the ones on the side of the element should have continuity. the one on the right in this picture is the thermal cut out. is that the one that has no continuity? if so you need to replace it. its not resetable.
