is the condenser fan running next to the compressor ?

Yes it was running but appeared to me that it was running rather slow , not sure how fast it should run very easy to stop with the tip of the finger
sounds like thats the issue. this fan draws the heat and moisture through the condenser coils and helps it evaporate. the fan should be running at a good speed. if its to slow thats the issue.
