Hi,Welcome to Just Answer, My name is XXXXX XXXXX forward to helping you today.

Can you start this machine at the beginning of the cycle and let it fill with water, once it's full can you open the door and tell me how much water is in it in inches? Does it reach the heater?

Customer: replied 6 years ago.
About an inch and a half of water and does not reach the heater

Okay can you add about 1 gallon of water by hand and then put the dishwasher back on and tell me if it spraying better ?
Customer: replied 6 years ago.

Added a gallon of water it sprays good but the arm still won't rotate

Expert:  Bryan replied 6 years ago.
Okay so you say the water is spraying out of the spray arm but the spray arm won't spin? I'm trying to get an idea of what's going on , does the spray arm spin freely when you turn it by hand?

okay your pump assembly is shot, you will need to replace the pump. you can order this @ its weak and doesn't have enough power to create enough water pressure, you will need to remove the dish washer to replace this. thanks Bryan
