What burner exactly is not shutting off, can you try to be as clear as possible? Also, the error code, is it an F1 by chance?

the top burner in the oven stays on all the time that the stove is pluged in , yes the code is f1

ok, well it sounds like you had a power surge because F1 means that the display control board has an internal short and will need to be ordered and rpelaced to fix that problem. That could fix both problems, but if the top burner continues to go on all the time, you'll need to replace the switch behind the knob that your turn the burner on with because the switch is also shorted.
