My GE CLOTHES DRYER is turning the heat coils on for just a little bit, then I hear a click and they shut off. Is it a dial going bad?

its probably the high limit thermostat you hear clicking, Part 2806this is on the heating element, this controls the element and does click when it shuts the heater off, it needs replacing, you can order one @ hope this helps, thanks Bryan

is there any way to check the switch with a power meter?

not really because this heating element has power comming from both sides and you wont be able to tell with a meter, you can however bypass the thermostat and see the element stays on, if so the thermostat is bad.
