Our dishwasher repeatedly has left half the powder soap in the dispensing unit and the dishes are coated with a powdery coating. What to do?

ok how much water is in the bottom after this fills? this is an Asko correct?

No water in the bottom. Dry. It is an Asko. (Second one purchased/great capacity/poor repair experience)
ok there could be a couple of different reasons for this 1 the water inlet valve is bad. Part(NNN) NNN-NNNN width=or 2 the float is stuck, Part(NNN) NNN-NNNN width=this is in the bottom pan underneath the machine, you will need to uninstall the machine to get to the float assembly. if you have a volt meter you can check the power to the valve if its getting power(120 volts) then the valve is bad, if not check the float and see if its stuck in the up position, hope this info helps, thanks Bryan
