I can understand your frusration....
Try resetting the power, but this time leave it off for at least an hour.
Then when going thru the Oven Lockout procedure, hold te buttons for longer than 3 seconds. Try more like 6 or seven seconds or even up to 10.
If that still does not clear the lock, then I would say that you have a malfunctioning Control Panel and would need to get it serviced.
Let me know.

To Lock Or Unlock Cooktop
1. Turn all control knobs to OFF.
2. Press and hold the Cooktop Lockout icon keypad for 3 seconds. A single tone will
sound, and "Loc On" and a cooktop icon will appear on the display. After 3 seconds
the clock display will reappear.
3. Repeat steps 1 and 2 to unlock cooktop. "Loc OFF" will appear on the display for
3 seconds, and the cooktop icon will disappear from the display.
