I have GE side-by-side regrigerator model GSS25WGMD BB. The freezer isn't cooling properly and the center panel, between the doors, is very hot to the touch. What might the problem and solution be?

when you feel that the panel between the door is very hot then most likely the coils in the rear of the unit is very dirty or the fan motor in the rear of the unit is not spinning properly, remove the back of the unit by pulling the unit out from the wall and remove the cover on the back and look at this coil, item 730 is the coils that I always find dirty.

I cleaned the coils. They were very dirty. Whan I plugged it back in, the small fan (651 in the picture) didn't come on. Should the fan turn all the time, or does it only come on periodically?
If the compressor is running then the fan should be running at the same time...

The motor doesn't turn. I checked the wirinmg harness frm the refrigerator with a voltage meter and the motor IS getting about 12V. This suggests the motor went out, right?
