how noisy are tankless water heaters and how long does it take for water to get cold in comparison to tank water heaters?

What kind of noise are you referring to? These water heaters just produces the sound of a fan blower running and that's it. Even the flame of the burner has no sound at all.

The water would get cold the same time as the one with the tank.

Do you have a copy of the reports regarding noisy tankless water heaters?

During power outage, that would be one of the dis advantage of the tank less.
But a small generator would solve the problem. Since it is getting the fuel from LPG, It uses a very small amount of electricity to run.

All I heard if ever I am repairing these units are the fan motor. They could be refering to the flame . Could be a high pitch gush of flame when ever the unit is operating. But for me, it is just normal sound.

That is the advantage now of a tankless water heater.
It would only take a few seconds from a cold start for the water to heat in your shower.

Let us say you have a power failure for a day. Water tank water heaters would take about 1 hour to have a hot water whereas the tank less would only take about 20 seconds.
