This is a brass apothecary mortar and pestle, mid-19th century. It's European, so given it was found in Oxford, likely English. (Similar pieces were made in France and other adjacent European areas.)

At retail, the value would be in the range of $350.00 - $450.00.

Can you interpret the maker's marks?

I don't actually think those are markers marks. I think those are just holes left during the casting process.
