I inherited a Tea Set with no plates, ie when Tea was a

I inherited a Tea Set with no plates, ie when Tea was a rarity.
There is only a number on the bottom of each piece. 10 Tea cups & saucers, milk jug, 3 large plates, sugar bowl ( with repaired lid ) and residu vaise . No Tea Pot. The #6641 is on the underside of each piece.
How old is this and who made it ?
Should there have been a Tea Pot ?
And what would be the retail price ?
