It looks like oil but I am not knowledgeable about painting. The dimensions are 35" x 31"

Jules Maidoff is credited with founding the Studio Arts Center International.
When assessing an artist's painting, appraisers must look at sales of works by the same artist. Art gallery sales prices are private.
We must then go to auction sales prices which are public. When using comparable work by the same artist, medium, subject matter and size are factors to be considered.
I was only able to locate two auction sales records for oils by Jules Maidoff.
36 x 40" - Sloans & Kenyon - 10.31.04 - Sold $400 - slightly larger than yours
48 x 60" - Clarke - 11.16.09 - est. $1000-1500 - Unsold - larger than yours
Adjusting for size, your 35 x 31" oil by Jules Maidoff has an estimated auction value range of $400-700 assuming only small tear.
A retail art gallery would double or triple the auction sales price.
A private seller to a dealer can expect 40-60% of retail value.
